Introduces shared --control-h/--control-h-sm design tokens for button, input, select, and textarea sizing so header, filter bar, forms, and list controls stay visually consistent instead of drifting per-rule padding math. Wraps header content in .header-inner sized like main so the top bar aligns with the page content column instead of running edge-to-edge on wide screens. Updates the 820px/760px mobile layouts to target .header-inner instead of header directly.
